About this opportunity

The National Institutes of Health Clinical Center intends to sole-source a Magnet Recognition Program Consultant contract to Lori Carson Consulting LLC under FAR Part 13 Simplified Acquisition Procedures, with a comment period closing July 29, 2026 at 12:00 PM EST.

The procurement supports the ANCC Magnet Redesignation process through expert assessment, analysis, and coordination services. Work is performed remotely and onsite at the Clinical Center, with deliverables including Magnet readiness assessment, preparation and review of the Interim Monitoring Report, a three-day onsite readiness assessment with action plan, document support and editing, preparation and review of the re-designation application, document preparation and submission guidance, and appraiser site visit preparation and support including mock site visits and on-site command center support. The consultant must be a registered nurse with extensive experience conducting Magnet readiness assessments and a record of successful designations for academic medical centers, and must have practiced as a Magnet Program Director in an academic medical center.

The contract runs for a base period from August 1, 2026 to July 31, 2027, with two optional one-year extensions through July 31, 2029. The contracting officer determined sole-source procurement is justified because only one source is reasonably available and because specialized consultant services are essential to maximizing efficiency and accuracy in the re-accreditation process while minimizing deficiencies in submitted documents and quantitative data reports. The contract is classified under NAICS 541990 and PSC R499. Comments may be submitted to Ryssa Nix, Contract Specialist, at Ryssa.nix@nih.gov referencing notice number NOI-OD-26-008188.
