About this opportunity
The Department of the Air Force Global Strike Command, through the 341st Contracting Squadron, has issued a Special Notice of Intent to Sole Source a long-distance and local telecommunication services contract to Lumen Technologies Government Solutions, Inc. for Malmstrom Air Force Base (MAFB) in Montana. This notice, posted on February 10, 2026, with a deadline of February 25, 2026, announces the government's intention to award a sole-source contract rather than conduct competitive bidding. The contract will provide continuous telecommunications support for the base's operations, including local and long-distance services that support nearly 6,000 active telephone lines. Lumen is the incumbent provider under an existing IDIQ contract expiring October 31, 2026, and the government seeks to continue this relationship to avoid operational disruptions and infrastructure reconfiguration costs.
The primary objective of this sole-source procurement is to secure uninterrupted long-distance and local telecommunications services for MAFB, with long-distance service commencing March 1, 2026, and a combined long-distance and local service contract running through February 28, 2031. The government justifies sole sourcing on the grounds that Lumen's established infrastructure, equipment, and demarcation points are already in place, and switching providers would necessitate costly reconfiguration of the Cisco Unified Communications Manager system and risk significant operational outages affecting mission readiness. All responsible sources may submit quotations by the February 25, 2026 deadline; however, any challenge to the sole-source determination must provide clear and convincing evidence that competition would be advantageous to the government. The contract requires 99.999% reliability with 24/7/365 service delivery, support for 5,980 direct-inward-dialing numbers across three telephone ranges, and strict adherence to performance work statement requirements including emergency telecommunications service compatibility and on-site response protocols based on outage priority levels.
Notice text
The 341st Contracting Squadron intends to award on a sole-source basis a contract to Lumen Technologies Government Solutions, Inc. (Lumen) to support Malmstrom Air Force Base’s (MAFB) Long-Distance and Local Telecommunication Service requirement.
Malmstrom currently has an indefinite delivery, indefinite quantity (IDIQ) contract for its Local Telecommunication Services with Lumen. The contract's period of performance is ending on 31 October 2026. Due to Malmstrom's limited long-distance telephone lines, 341st Communications Squadron needs a long-distance to begin as soon as possible to address delays experienced by its users. Thus, a new procurement for a sole-source is required for the following telecommunication services:
Long-Distance only to start from 1 March 2026 to 31 October 2026 until the Local telecommunication service ends. The contract will continue with a combined Long-Distance & Local telecommunication service from 1 November 2026 to 28 February 2031, totaling a five-year ordering period.
With Lumen being the incumbent provider for MAFB’s Local Telecommunications Service, their infrastructure and equipment, including the physical demarcation point, is already established on premises. A continuation with Lumen would avoid new construction, equipment changes, and a complete reconfiguration of the installation’s Cisco Unified Communications Manager (CUCM) and Session Border Controllers (SBC) which currently support nearly 6,000 active telephone lines. Moreover, maintaining this provider would prevent unavoidable outages during cutover for all telephone lines which would significantly impact daily operations and mission readiness.
THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued. All responsible sources may submit a quotation which shall be considered. Any response to this notice must show clear and convincing evidence that the competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. If no affirmative written response is received, the award will be made without further notice. Oral communications are not acceptable in response to this notice.
RESPONSES ARE DUE NO LATER THAN 25 February 2026 by 12:00PM MST to 341 CONS, Malmstrom AFB, Jennifer Lodmell, Contract Administrator at jennifer.lodmell.1@us.af.mil.
