About this opportunity
The National Institutes of Health, specifically the National Cancer Institute's Center for Cancer Research Surgery Branch, has published a Notice of Intent to Sole Source a contract for Liquid Nitrogen Stop-Check and Delivery Service. The Special Notice, posted on March 18, 2026, announces the government's intention to award a Firm-Fixed-Price contract to Roberts Oxygen Company, Inc., located in Rockville, Maryland. This procurement falls under the Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers category and is being conducted using simplified procedures for commercial products and services. The sole source determination was made based on market research indicating that Roberts Oxygen Company is the only vendor capable of meeting the government's specialized requirements for this service.
The primary objective of this Special Notice is to provide routine monitoring and continuous delivery of National Formulary-grade liquid nitrogen to cryogenic freezers at the facility, with the anticipated contract period running from May 1, 2026, through April 30, 2027, plus an option period priced on a monthly basis to support clinical trials. While this is not a competitive solicitation, any responsible source believing it can fulfill the stated requirements has fifteen days from the notice posting date to submit a capability statement demonstrating its ability to meet the government's needs. The government determined that substituting an alternate vendor would introduce clinical risk, as no other vendor currently has the capability to provide equivalent service for this indication. Interested contractors must demonstrate their qualifications and capacity to deliver NF-grade liquid nitrogen with routine monitoring services to participate in this procurement opportunity.
