About this opportunity

The U.S. Army Corps of Engineers (USACE) Seattle District has issued a Special Notice of Intent to Sole Source a contract for Libby Dam Safety Radar Monitoring to Groundprobe North America LLC. The notice pertains to maintenance services, software licensing renewal, and major repair coverage for a slope stability radar system located at Libby Dam in Montana. Through market research, USACE determined that Groundprobe is the only vendor capable of fulfilling the technical requirements for this specialized monitoring equipment. The radar system is critical for monitoring potential rock slope instability near the dam's left abutment, which could pose risks to highway travelers and visitors. The notice was posted on June 3, 2025, with a response deadline of June 17, 2025.

The primary purpose of this Special Notice is to provide an opportunity for other potential vendors to demonstrate their capability to meet the government's specific technical requirements before USACE proceeds with a sole-source procurement. Contractors who believe they can provide equivalent equipment or services are invited to submit substantiating documentation via email to xuejiao.sun@usace.army.mil within 14 days of the notice's publication. The documentation will be evaluated to determine whether a competitive procurement is justified. All responsible sources may submit a Capability Statement with sufficient detail to allow USACE to assess their ability to meet all requirements, to be received by 10:00 AM PDT on June 17, 2025. The government retains sole discretion in determining whether to conduct a competitive procurement based on the responses received. Oral communications will not be accepted in response to this notice, and the submission is not a request for competitive quotes.
