About this opportunity

The U.S. Department of State's Embassy in Libreville has issued a Special Notice regarding its intent to sole source health insurance services with OLEA GABON. This notice, posted on March 13, 2025, with a response deadline of March 27, 2025, concerns a modification to an existing Indefinite-Delivery contract for health insurance services. The notice falls under NAICS code 524298 for All Other Insurance Related Activities and is not a competitive solicitation. The U.S. Government intends to increase coverage limits and ensure service continuity until a follow-on contract is awarded, with a potential performance period of six months.

The primary objective of this Special Notice is to meet regulatory disclosure requirements while signaling the government's intent to modify the existing contract with OLEA GABON as the sole responsible source. While the contract is intended to be sole sourced, the notice allows for other responsible sources to submit capability statements, proposals, or quotations. Any response must provide clear and convincing evidence that competition would be advantageous to the government without causing service delays or degradation. The determination to compete the proposed contract remains entirely at the government's discretion. Contractors should note that the notice does not constitute a solicitation, and the government will not reimburse any costs associated with responses. The contract will be executed in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2 and specific clauses related to service extensions and sole sourcing.
