About this opportunity

The U.S. Army Corps of Engineers Louisville District (USACE) has issued a Special Notice regarding their intent to include sole source brand name specifications for a Lenel Integration Security Platform in an existing construction contract. The contract pertains to the Air Force Material Command Headquarters Full Renovation - Phase 1 project located at Wright-Patterson Air Force Base in Ohio. This notice specifically addresses the procurement of security equipment and materials that will be integrated into the construction project. The agency emphasizes that this is not a competitive solicitation but rather a notification of their intention to specify particular brand name requirements. The notice serves to inform potential contractors about the upcoming sole source procurement decision.

The primary purpose of this Special Notice is to provide transparency regarding USACE's intent to sole source the Lenel Integration Security Platform, which includes various security components such as balanced magnetic switches, motion detectors, tamper switches, card readers, local audible alarms, electrified mortise locks, video surveillance cameras, and power supplies. While this is not a competitive solicitation, interested parties who believe they can meet the specified requirements may submit capability statements to demonstrate their ability to perform the work. All submissions must be provided in writing with sufficient detail to allow USACE to evaluate the contractor's capabilities and must be received by 11:00 AM ET on July 24, 2025, to the designated point of contact at Megan.R.Murphy@usace.army.mil. The agency has indicated that all responsible sources may submit capability statements, which will be considered as part of their evaluation process. This approach allows USACE to maintain their preferred sole source strategy while providing an opportunity for other qualified contractors to present their capabilities.
