About this opportunity
The Air Force Test Center (AFTC) at Arnold Air Force Base, Tennessee, has published a Notice of Intent to Sole Source for Lead System Design Integrator (LSDI) services. The agency intends to award a firm-fixed price, Indefinite Delivery Contract (IDC) to Booz Allen Hamilton, Inc. under FAR 6.302-1 authority, designating it as the only responsible source capable of satisfying the government's requirements. This is not a competitive solicitation; however, the government is accepting capabilities statements from other interested parties for consideration. The contract will operate under NAICS code 541330 (Engineering Services) with a $47 million small business size standard and product/service code R425 for technical and engineering support services.
The primary objective of this sole source contract is to secure ongoing Lead System Design Integrator services for the design, development, and integration of technically complex systems in support of an existing Department of Defense program extending through 2030. The incumbent service provider, Booz Allen Hamilton, is currently performing LSDI work under a GSA OASIS task order that is approaching its ceiling, necessitating a new contract vehicle to continue operations. Interested contractors must submit capabilities statements electronically to Contracting Officers Brooke Vandeman and Haley Smith by November 21, 2025, at 2:00 PM Central Time to be considered for evaluation. The contract will include a 5-year base ordering period with three option periods, providing services encompassing design activities, fabrication of complex systems, integration activities, and project management including earned value reporting and commissioning support. Participation is open to all responsible sources, including large businesses and small businesses, though the government reserves sole discretion to award solely to Booz Allen Hamilton or to compete the requirement based on submissions received.

Additional Information: The Government has a recurring need for Lead System Design Integrator (LSDI) services in support of an existing program for which required tasks associated with performance of the LSDI include commercial engineering services, such as: design activities, fabrication activities of technically complex systems, and integration activities. Currently, the required services are being met through the General Services Administration's (GSA) OASIS contract (GS00Q14OADU108) via the MORPHEUS task order (TO) (47QFCA22F0047), which was awarded to Booz Allen Hamilton Inc. (BAH). Task order 47QFCA22F0047 covers aspects of project design, development, engineering and integration, and operations and sustainment in support of the project; however, the MORPHEUS TO is reaching its ceiling causing its available ordering period to end prematurely, well before the Government's need for LSDI services is complete in 2030.
