About this opportunity
The Department of the Air Force Air Combat Command's 99th Contracting Squadron has published a Notice of Intent to Sole Source for a Land Mobile Radio Trunking System (LMRTS). The agency intends to award a sole source delivery order under FAR 8.405-6(a)(1)(i)(B) authority, citing that only one source is capable of providing the required supplies and services at the necessary quality level due to their unique or highly specialized nature. The requirement encompasses the purchase, repair, and maintenance of Land Mobile Radio Trunking System Service for operations at Nellis and Creech Air Force Bases. This is classified as a Total Small Business set-aside opportunity under NAICS code 334220 for Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. The notice was posted on June 23, 2025, and represents a significant telecommunications infrastructure maintenance contract for critical Air Force operations.
The purpose of this Special Notice is to provide interested sources an opportunity to demonstrate their capability to meet the LMRTS requirements before the government proceeds with sole source procurement. Contractors must submit capability statements including technical data and cost information with sufficient detail and convincing evidence of their ability to fulfill the requirement by July 7, 2025, at 11:00 AM Pacific Time. Submissions must be emailed as Microsoft Word or Adobe PDF attachments not exceeding 10 MB total to the designated contracting officer at Addlene.Williams.6@us.af.mil. The contract involves comprehensive maintenance and sustainment of a Project 25 (P25) radio system manufactured by L3Harris Technologies, including hardware and software maintenance, emergency response capabilities, and cybersecurity compliance. Offerors are responsible for confirming receipt of their submissions and must provide substantive capability demonstrations rather than mere questions or requests for additional information. The government retains sole discretion in determining whether to proceed with competitive procurement or continue with the planned sole source approach based on the responses received.
