About this opportunity
The Federal Bureau of Investigation has published a notice of intent to sole source a contract for panoramic night vision goggles (NVGs) to L3 Technologies, Inc., located in Londonderry, New Hampshire. This special notice, posted on February 13, 2026, represents the FBI's intent to negotiate a one-time, firm fixed price contract with a single source under the authority of FAR 6.302-1. The procurement is for specialized night vision equipment classified under NAICS 333310 (Commercial and Service Industry Machinery Manufacturing) and PSC 5855 (Night Vision Equipment). The FBI has justified the sole source approach based on L3 Technologies' exclusive direct sales model to the government and the proprietary nature of the technology being procured.
Although designated as a notice of intent rather than a competitive solicitation, interested parties may submit capability statements or expressions of interest to demonstrate their qualifications to fulfill this requirement. All submissions must be directed via email only to Contracting Officer Brian Ames at bames@fbi.gov no later than March 13, 2026 at 11:59 PM Central Time, with responses submitted through any other means deemed non-responsive and ineligible for consideration. The information gathered from interested parties will be used exclusively to determine whether the government should pursue a competitive procurement instead of proceeding with the sole source award. The final determination to either compete or award the contract to L3 Technologies remains solely at the discretion of the government, with no guarantee that responses will result in a change to the procurement strategy.
