About this opportunity
The Department of Homeland Security's United States Coast Guard (USCG) has issued a Special Notice of Intent to Sole Source a contract with InCadence Strategic Solutions LLC for Biometrics at Sea Systems 2.0 Sustainment and Devices. The notice pertains to a five-year ordering period for procuring approximately 450 additional Biometrics at Sea System (BASS) 2.0 (JavelinXL) devices with Ares Gateway and pre-installed software. The USCG seeks to establish an Indefinite Delivery Indefinite Quantity (IDIQ) vehicle with InCadence, who is identified as the only authorized distributor of these proprietary devices and software in the United States. The agency specifically wants to acquire devices, deployment services, software sustainment, and hardware repair capabilities for their existing and new systems. InCadence is being considered as the sole source due to their exclusive rights and technical capabilities.
Contractors interested in challenging this sole-source determination must submit comprehensive capability statements and rationale by June 2, 2025, at 12:00 P.M. Eastern Daylight Time to specified USCG email contacts. The written response must include a general statement of services, past performance information for similar work, and concrete proof of capability to perform services on InCadence's proprietary systems and equipment. The government retains sole discretion in determining whether to compete the proposed contract based on received responses. Oral communications will not be accepted, and the notice explicitly states this is not a request for quotes or proposals. Interested parties must provide clear and convincing evidence that competition would be advantageous to the government. If no affirmative written response is received by the deadline, the USCG anticipates making the award to InCadence Strategic Solutions LLC without further notice.
