About this opportunity

The Army Contracting Command-Detroit Arsenal (ACC-DTA) has issued a Notice of Intent to Sole Source for the procurement of specialized software licenses from Humanetics Innovative Solutions. This special notice announces the Army's intention to award a sole source, firm-fixed price contract for three commercial licenses of Hybrid III Anthropomorphic Test Device (ATD) finite element models compatible with LS-DYNA compute solver software. The contract will support virtual occupant safety assessment and studies conducted by the Department of the Army. The procurement includes licenses for three specific models: a Hybrid III 50th Male FE Model, a Hybrid III 5th Female FE Model, and a Hybrid III 95th Male FE Model. The notice was posted on June 26, 2025, with a response deadline of July 13, 2025.

The primary objective of this procurement is to acquire specialized finite element modeling software necessary for conducting virtual crash test simulations and occupant safety assessments. The contract structure includes a 12-month base period from July 14, 2025, to July 13, 2026, with two additional 12-month option years extending through July 13, 2028. The Army has justified the sole source approach under the statutory authority that only one responsible source exists to satisfy the agency's requirements, as implemented under FAR 13.106-1(b)(1). The procurement follows the Computer Hardware, Enterprise Software and Solutions (CHESS) protocol, with a Statement of Non-availability obtained to justify purchasing outside the mandatory CHESS contracts. Unless evidence is produced of an authorized reseller for the manufacturer's software, the contract will be awarded without discussions directly to Humanetics Innovative Solutions. Interested parties have until July 13, 2025, to provide evidence of alternative sources or authorized resellers.

CHESS is the mandatory source for all purchases of commercial-off-the-shelf software, desktops, notebook computers, video teleconferencing equipment, and other commercial Information Technology (IT) equipment (e.g., routers, servers, peripherals, regardless of dollar value). CHESS is the mandatory source for all Army IT purchases, except for the Air National Guard, which is exempt from the CHESS requirement and must purchase IT through Air Force Advantage / GSA-2GIT to retain IT compatibility. Per AFARS 5108.7403, before procuring commercial software outside of the CHESS contracts, the contracting officer or contract ordering official CH must ensure that the requiring activity obtains a waiver. Any IT hardware or software purchase made outside of CHESS requires a Statement of Non-availability (SoNA). See AFARS 5139.101-90(a) and AR 25-1.

A SoNA was received and hence, this notice of sole source award to the manufacturer is posted to satisfy the procurement of this software.
