About this opportunity

The National Institutes of Health (NIH), National Library of Medicine (NLM) has issued a Special Notice announcing its intent to award a sole source purchase order to Deloitte Consulting, LLP for the Health and Human Services (HHS) Smart Card Management System (SCMS) Support for Security Keys Phase 2. The notice, identified by Notice ID Number 75N97025Q00018, pertains to a contract within the Other Computer Related Services (NAICS 541519) category. The NIH has determined that Deloitte Consulting is the only responsible source capable of providing the required services for this project. The procurement is specifically for supporting the implementation of additional authentication mechanisms at NIH to enhance online security. The sole source justification is based on Federal Acquisition Regulation (FAR) Subpart 8.405-6 Limited Sources.

The primary objective of this initiative is to implement security keys as an alternative multi-factor authentication method to improve cybersecurity measures at HHS. Interested organizations can submit capability statements and qualifications electronically to Alice M. Sobsey at alice.sobsey@nih.gov by 12:00 noon EST on December 30, 2024. Proposals must include pricing information, and no late responses will be accepted. The period of performance for this contract is from January 15, 2025, to January 14, 2026. While this is a sole source notice targeting Deloitte Consulting, the NIH is open to receiving submissions from other organizations that can demonstrate their capabilities. The security keys will provide similar authentication functionality to Personal Identity Verification (PIV) badges but offer the added convenience of being shippable directly to users. The initiative aims to eliminate single-factor authentication, improve compliance, reduce travel costs, and enhance overall user experience.

Title: Health and Human Services (HHS) Smart Card Management System (SCMS)

Support for Security Keys Phase 2

The National Institutes of Health (NIH), National Library of Medicine (NLM), intends to award a sole source purchase order for the Center of Technology (CIT) with Deloitte Consulting,  LLP, 1919 N Lynn Street, Arlington VA 22209-1742 for Health and Human Services (HHS) Smart Card Management System (SCMS) Support for Security Keys Phase 2. The North American Industry Classification System Code (NAICS) is 541519 – Other Computer Related Services. Deloitte Consulting, LLP is the only responsible source known to provide the services needed.

Description:

In response to increasing online phishing attempts, the Department of Health and Human Services (HHS) Smart Card Management System (SCMS) team shall provide support in coordination with the Center for Information and Technology (CIT) Identity and Access Management (IAM) services to implement security keys as an additional authentication mechanism at NIH. Security keys provide similar multi-factor authentication functionality as a Personal Identity Verification (PIV) badge; however, they can be shipped to the user, rather than requiring them to visit an NIH badging office.
