About this opportunity
The US Army Corps of Engineers, Walla Walla District, issued a Notice of Intent to award a sole-source contract to Emerson Process Management Power & Water Solutions, Inc. for upgrading governor oil pumps at Lower Monumental Lock & Dam and Ice Harbor Powerhouse facilities, with written responses due by 2:00 PM Pacific Time on September 14, 2026.
The requirement involves replacing outdated analog governor oil pump unloader valve assemblies with new solenoid-operated unloaders on Main Units 1-3 Powerhouse Generators at both locations. Each pump unloader must operate independently, controlled by an instrument transformer located in the motor control bucket, with all control equipment installed in a single cabinet per unit. USACE will perform all installation activities.
The procurement is justified under FAR 13.101(b) based on the proprietary nature of the existing Pelton governor oil pump system; Emerson is identified as the only vendor capable of providing compatible unloader valves without requiring extensive system redesign. Interested parties must submit written responses to richard.w.bonnell@usace.army.mil with "Governor Oil Pump Digital Unloader Upgrade Kits" in the subject line. The government will evaluate submissions solely to determine whether competitive procurement is warranted; no RFP will be issued, and oral communications are not acceptable. NAICS 334513; small business size standard 750 employees.
