About this file
This is a Notice of Intent to Award a Sole Source Contract from the US Army Corps of Engineers, Walla Walla District. The contracting officer intends to award a single source procurement under FAR 13.101(b) to Emerson Process Management Power & Water Solutions, Inc. for updating Governor Oil Pumps at Lower Monumental Lock & Dam and Ice Harbor Powerhouse facilities. The requirement involves replacing outdated analog governor oil pump unloader valve assemblies with new solenoid-operated unloaders on Main Units 1-3 Powerhouse Generators at both locations. Each pump unloader must operate independently, controlled by an instrument transformer located in the motor control bucket, with all control equipment installed in a single cabinet per unit. USACE will perform all installation activities. The justification for sole source procurement cites the proprietary nature of the digital governor system and existing Pelton governor oil pumps, which require very specific components; Emerson is identified as the only vendor capable of providing compatible unloader valves without requiring extensive system redesign.
The North American Industry Classification System code for this requirement is 334513 with a small business size standard of 750 employees. Interested parties must submit written responses by 2:00 PM Pacific Standard Time on September 14, 2026, to richard.w.bonnell@usace.army.mil with "Governor Oil Pump Digital Unloader Upgrade Kits" referenced in the subject line. Submissions will be evaluated solely to determine whether competitive procurement is warranted; however, the final decision to proceed as a sole source award or conduct full and open competition rests solely with the government. No Request for Proposal will be issued based on this notice, and oral communications are not acceptable.

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT
US Army Corps of Engineers, Walla Walla District intends to award a single source procurement under the authority of FAR 13.101(b) to Emerson Process Management Power & Water Solutions, Inc.
This requirement is for updating Lower Monumental Lock & Dam’s Governor Oil Pumps to replace the unloader valve assemblies on Main Units 1-3 Powerhouse Generators. Ice Harbor (HLD) Powerhouse Generator main units 1-3 require replacement of outdated analog governor oil pump unloaders with new solenoid-operated unloader. Each pump unloader at each unit should operate independent of the sister pump. Each pump has an instrument transformer located in the motor control bucket that will be used to control that pump’s unloader. All control equipment will be installed in a single cabinet for each unit. All equipment will be installed by USACE. The digital governor system, as well as the existing Pelton governor oil pumps, require very specific components to function correctly. As a result of the proprietary nature of these governor systems, Emerson is the only vendor that can provide these unloader valves without requiring extensive redesign of the entire system.
The North American Industry Classification System (NAICS) for this requirement is 334513 and the size standard is 750 employees. Interested persons may identify their interest, in writing, to the Government point of contact. Responses to this notice must be received no later than 2:00 PM, Pacific Standard Time, September 14, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the government to: richard.w.bonnell@usace.army.mil with Governor Oil Pump Digital Unloader Upgrade Kits referenced in the subject line.
