About this opportunity

The 354 Contracting Squadron at Eielson Air Force Base has issued a Notice of Intent to Sole Source for the procurement of one Hammonds Fluid Powered Additive Injection Cart (FPAIC) for Jet A1 fuel applications. The Department of the Air Force intends to award a firm-fixed price contract to Hammonds Technical Services under NAICS code 333996 (Fluid Power Pump and Motor Manufacturing) and PSC code 4320 (Power and Hand Pumps). The procurement is justified under FAR 6.302-1(a)(2), citing Hammonds Technical Services as the only responsible source capable of fulfilling this specialized requirement. The equipment is specifically authorized under Technical Order 00-25-172 for introducing Fuel System Icing Inhibitor (FSII) and other required additives into JP-8 fuel during routine fueling operations. This is not a competitive solicitation and no formal solicitation will be published.

The primary purpose of this notice is to inform the public of the government's intent to award the contract on a sole-source basis while providing an opportunity for other potential vendors to demonstrate their capability. The FPAIC system must handle three primary additives - Prist AL-48, CI/LI, and SDA - with specific technical requirements including a 4-inch product line, single point inlet and outlet, line pressure under 100 psi, and flow rates between 75-700 gpm. Any interested parties who believe they can fulfill this requirement must submit clear and convincing evidence that competition is possible and advantageous to the government by August 11, 2025, at 1100 ADT to the designated contracting officers. Responses must demonstrate compliance with the salient characteristics outlined in the attached specification document and the operational requirements specified in TO 00-25-172. If no competitive responses are received by the deadline, the contract will be awarded to Hammonds Technical Services without further notice.
