About this opportunity

The Western Area Power Administration (WAPA), a component of the Department of Energy, has issued a Special Notice to announce its intent to award a sole source contract to Genscape, Inc. for the provision of its PowerRT and PowerIQ data and forecasting services.

The purpose of this Special Notice is to inform potential vendors that WAPA intends to acquire Genscape's proprietary services on a sole source basis, as Genscape's PowerRT product is the only service that provides the real-time power generation data required by WAPA to effectively manage its power operations. The proposed 12-month fixed-price contract will be awarded under the simplified acquisition procedures of FAR Part 13. While other responsible sources may submit capability statements by the September 8, 2024 due date, the government retains sole discretion in determining whether to compete the requirement. The applicable NAICS code is 519290, Web Search Portals and All Other Information Services, with a size standard of 1,000 employees.

Notice text

Western Area Power Administration intends to award on a Single Source basis to Genscape, Inc. 1140 Garvin Place, Louisville, KY 40203 for a performance period of one year, under the authority of FAR 13.106-1(b)(1), Simplified Acquisitions.

Only one responsible source and no other supplies or services will satisfy agency requirements. This is a sole source requirement for Genscape’s PowerRT and PowerIQ data and forecasting services. Genscape’s PowerRT product is the only service on the market that provides real-time measurements of power plant generation output and is an integral part of WAPA’s systems. The technology that captures this data is patented by Genscape and the capabilities are proprietary to Genscape.

The resulting procurement will be conducted in accordance with FAR Parts 12 and 13. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. Responsible sources may submit a capability statement in response to this requirement, which shall be considered by the Agency. The applicable North American Industry Classification System (NAICS) is 519290; size standard is 1000 employees.

Capability statements must be received no later than the due date stated on this notice and shall include documentation on ability to satisfy the Government's requirements. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.

Questions concerning this notice may be directed to Lisa Obenchain at Obenchain@wapa.gov.
