About this file
This document is a Single Source Justification for the Western Area Power Administration (WAPA) to acquire Genscape's PowerRT and PowerIQ data and forecasting services on a sole source basis.
Genscape's PowerRT is the only service that provides real-time measurements of power plant generation output, which WAPA uses as a primary input for daily and day-ahead market analysis and operations. Genscape's PowerIQ service, which utilizes the PowerRT data and proprietary forecasting models, assists WAPA in the efficient delivery of hydropower to customers. Without these Genscape services, WAPA would lack critical data and analysis to effectively manage power operations.
The proposed contract will be a 12-month fixed-price agreement from October 1, 2024 to September 30, 2025. WAPA intends to award this as a sole source under FAR 13.106-1(b)(1) for simplified acquisitions, as Genscape's products are proprietary and no other sources can satisfy WAPA's requirements. Responsible sources may submit capability statements by the due date, but a decision to compete is at the government's discretion.

Single Source Justification Western Area Power Administration (WAPA)
FAR 13.106-1(b)(1), Simplified Acquisitions
1. Identification of the agency and the contracting office.
Department of Energy, WAPA, Headquarters, Lakewood, CO
2. Description of supply or service required to meet the agency’s needs.
Genscape PowerRT and PowerIQ data and forecasting services. This will be a fixed price contract for a period of 12 months from October 1, 2024 to September 30, 2025 for both the Genscape PowerRT and PowerIQ products.
3. The rationale or circumstances for limiting competition.
Genscape 's PowerRT™ product is the only service on the market that provides real-time measurements of power plant generation output and is an integral part of WAPA’s systems. This data is produced by a network of solar powered electromagnetic frequency monitors that are deployed on nearly 60% of all power plant capacity in the United States. The technology that captures this data is patented by Genscape and the capabilities are proprietary to Genscape. The data and reports are available through either a data feed or Genscape's PowerIQ™ services through an Internet browser. WAPA uses this data for the data and reports as a primary input into the daily and day-ahead analysis in the formulation of our Market Strategy for the said timeframes in the SPP Markets, affecting UGPM Operations in both the Eastern and Western Interconnections and making a determination for Resource Scheduling, Purchases/Sales within the SPP Markets.
WAPA also utilizes Genscape’s PowerIQ ™ service, which is a fundamentals-based forecasting platform that utilizes patented PowerRT data to generate forecasted Balance of the day and Next Day flows and pricing. This data assists WAPA in the “Efficient” delivery of hydropower to our customers, as without this data we would not operate in an efficient and effective manner in the service of our customers. In addition to Utilizing proprietary PowerRT™ generation data, the PowerIQ™ service is driven by a security constrained economic dispatch model (SEER), a proprietary model built by Genscape developers. At the backbone of the model is an unmasked bid set for all generators for each 1SO that allows Genscape analysts to build a highly accurate supply stack. The PowerIQ™ service also utilize s a proprietary Neural Network model to produce daily load forecasts that are reviewed and adjusted by Genscape meteorologists each morning and made available for use.
Also unique to the service is access to system analysts who run daily simulation studies and provide briefings on a daily basis about market congestion, load forecasts, system outages and prices in the market. Having these analysts on hand allows WAPA to have another professional perspective to ask questions of the data and get their perspective on suggested courses of actions and trends within the market from both the data and their experience/expectations, again another resource to assist us in the operation of our primary functions within the Energy Management and Marketing Office (EMMO).
Without these services, WAPA would be in a situation where we have nothing to guide us with no
