About this opportunity
The U.S. Embassy Libreville is conducting a sole source procurement for repair of generators #1 and #3 under FAR 6.302-1, with a notice of intent posted August 19, 2026 and a September 2, 2026 response deadline. Thomson Power Systems / Regal Rexnord is identified as the only responsible source; however, all responsible sources may submit a capability statement, proposal, or quotation to demonstrate that competition would be advantageous and would not delay or degrade services. The repair work requires full restoration of both generators to improve power system reliability and increase availability, including all labor, materials, equipment, and technical expertise. Performance will occur in Libreville, Gabon over a 100-day period with no option periods. The estimated contract value is $47,300. The sole source justification cites urgency and the contractor's exclusive access to OEM-authorized parts, proprietary diagnostic tools, manufacturer-certified labor, and system-specific software. Any response must present clear and convincing evidence supporting competitive advantage; the Government reserves discretion to award sole source based on responses received. This notice does not constitute a solicitation, and respondents will not be reimbursed for costs.
