About this opportunity
The U.S. Department of Agriculture's Food Safety Inspection Service (FSIS) has published a Notice of Intent to Sole Source for Gene-Up Animal ID Test Kits, indicating their intention to award a sole source contract to BioMerieux Inc. The contract is structured as a firm-fixed price Indefinite Delivery/Indefinite Quantity (IDIQ) arrangement with an estimated value of $700,000 to support the Eastern Laboratory operations under the Office of Public Health and Safety. The procurement covers Animal Species ID Test Kits that will be used for food safety inspection activities, including enforcement of species labeling requirements and detection of prohibited animal tissues. The notice was posted on July 10, 2025, with a proposed contract award date of July 16, 2025. This procurement falls under the Laboratory Equipment and Supplies category and supports FSIS's statutorily mandated food safety inspection responsibilities.
The primary purpose of this sole source procurement is to acquire GENE-UP PRO animal species identification test kits capable of detecting multiple animal and poultry species from food samples, including canine, feline, bovine, chicken, ovine, equine, porcine, turkey, caprine, deer, elk, duck, and rabbit. Interested responsible sources have until August 9, 2025, at 11:00 AM Eastern Standard Time to submit capability statements demonstrating their ability to provide competitive alternatives. However, contractors must provide clear, compelling, and convincing evidence that competition would be advantageous to the government, as the determination to proceed with sole source procurement remains at the government's discretion. The test kits must be compatible with existing GENE-UP PCR platforms already established in field service laboratories, and market research identified BioMerieux as the only vendor capable of meeting these specific compatibility and performance requirements. The contract structure includes a one-year base period with four option years, with pricing ranging from $130,000 in the base year to $150,000 in the final option year.
