About this opportunity
The National Geospatial Intelligence Agency (NGA), a component of the Department of Defense, issued a cancellation notice on December 3, 2025, withdrawing its previously posted Notice of Intent to Sole Source a contract to Palantir USG, Inc. for the GEOINT AI Repository for NSG Enterprise Tools (GARNET) program. The original sole-source notice was posted on July 2, 2025, with a due date of July 17, 2025, and was justified under the statutory authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1. This cancellation represents a significant shift in NGA's procurement strategy for this geospatial intelligence initiative, as the agency determined that the previous approach to award this contract should be withdrawn. The notice indicates that additional information regarding the GARNET requirement was available on the classified Intelligence Community Acquisition Research Center (IC-ARC) website.
The GARNET program aimed to establish a comprehensive platform integrating four unique, interdependent requirements: a back-end platform incorporating artificial intelligence and machine learning with object-based production capabilities; a front-end geospatial user interface with customizable user-designed workflows; rapidly deployable, vertically integrated mission-based capabilities; and edge hardware support for disconnected or disadvantaged users. The anticipated contract period consisted of a 12-month base period plus four optional 12-month extension periods, structured under the Software Publishers NAICS category and IT and Telecom Business Application/Application Development Software as a Service PSC category. While the original sole-source notice was not a request for competitive proposals, it permitted interested responsible sources to identify their capabilities; however, the government retained sole discretion in determining whether to compete the action. The withdrawal of this notice effectively cancels the previous procurement approach and may signal NGA's intention to pursue alternative acquisition strategies for this critical geospatial intelligence capability.
