About this opportunity

The Indian Health Service (IHS), a civilian agency within the Department of Health and Human Services, intends to modify an existing order with Guidehouse, Inc. to include an additional change management resource supporting g-Invoicing activities within the Division of Systems, Review Procedures (DSRP). The contractor will perform change management activities for the Office of Finance and Accounting, including g-Invoicing change management, collecting walkthrough requests, creating standard operating procedures, and facilitating meetings and trainings. IHS has determined that Guidehouse is the only source capable of providing this specialized support due to their existing knowledge of IHS systems and operations. The agency is issuing this notice in accordance with FAR Part 5.203, providing a 15-day notification period for potential alternative sources. Interested firms may submit a capability statement with pricing information by January 2nd, 2025 at 3:00 PM Eastern Time to Contracting Officer Christopher McGucken.

There are no specific set-aside designations for this opportunity, and Guidehouse is the incumbent contractor currently providing financial transaction processing support. The total estimated cost for the additional services is $249,000.00, with the work directly tied to the Treasury-mandated g-Invoicing go-live date of September 2025. The modification will be made to the existing contract order GS-35F-0263P/75H70421F80015, expanding Guidehouse's current support for the Unified Financial Management System (UFMS) and related special projects. The agency emphasizes that onboarding a new contractor would result in unacceptable delays and additional costs due to the specialized knowledge required. While this is not a competitive solicitation, the government retains discretion in determining whether to consider alternative sources based on submitted capability statements.

Additionally, should another source be considered to perform the support required it would result in unacceptable delays in performance due to specialized knowledge of current IHS systems and operations required that would incur additional costs in the terms of onboarding, training and acclimation.
