About this opportunity

The Department of Homeland Security's U.S. Citizenship and Immigration Services (USCIS) issued a Notice of Intent to Sole Source on March 27, 2026, for the procurement of 200 Honeywell CN80G portable barcode scanners specifically configured for the Sunflower Asset Management System (SAMS) with an estimated total contract value of $1,049,860.00. The sole source justification is based on the determination that only the Honeywell CN80G device meets USCIS security requirements and is compatible with the DHS-operated SAMS, which has been in operation since October 2003, and that CGI Federal, Inc. is the sole provider of Sunflower-configured barcode readers and maintenance support. The scanners will be used for inventory management and asset tracking across the agency and must be delivered within 60 days. CGI Federal, Inc., located in Fairfax, Virginia, was awarded the contract under GSA Multiple Award Schedule contract GS-35F-281DA, Special Item Number (SIN) 33411, as the only vendor capable of providing the required equipment with the necessary configuration and software support. The required barcode scanners must comply with DISA Security Technical Implementation Guides (STIG) standards and support Android and Windows 11 compatibility with advanced 1D/2D scanning capabilities and multiple barcode symbologies including Code 39, Code 128, Code 93, and PDF417.
