About this file
This is a Federal Supply Schedule (FSS) Sole Source Justification document for a DHS USCIS acquisition of Sunflower-configured Honeywell CN80G barcode scanners exceeding the Simplified Acquisition Threshold (SAT).
USCIS requires 200 Honeywell CN80G portable barcode scanners configured specifically for the Sunflower Asset Management System (SAMS), with an estimated total value of $1,049,860.00 and a 60-day delivery requirement. The scanners will be used for inventory management and asset tracking across the agency. The justification establishes that only CGI Federal, Inc. (located at 12601 Fair Lakes Circle, Fairfax, VA 22033) can provide these devices, as CGI Federal is the sole provider of Sunflower-configured barcode readers and maintenance support. The Honeywell CN80G is the only device meeting USCIS security requirements and compatible with the DHS-operated SAMS, which has been in operation since October 2003. Essential device specifications include DISA Security Technical Implementation Guides (STIG) Approved Products List compliance, Android and Windows 11 compatibility, batch configuration capabilities, seventh-generation 1D/2D scanning, and support for Code 39, Code 128, Code 93, and PDF417 barcode symbologies. The sole source justification is based on the uniqueness and specialized nature of the product—market research conducted between August and September 2025 confirmed that only the Honeywell CN80G configured with Sunflower software meets the Government's requirements, and Sunflower software licenses and support are available exclusively through CGI Federal. The order will be placed under CGI Federal's GSA MAS contract GS-35F-281DA, Special Item Number (SIN) 33411, and USCIS intends to post the requirement on the Government Point of Entry (GPE).

Federal Supply Schedule Sole Source Justification, Exceeding the SAT, Sunflower Configured Honeywell CN80G Barcode Scanners Justification Log Number: FY26-0033
Barcode scanners have been a critical component of USCIS property management for nearly 15 years. USCIS uses scanners to capture and decode information from barcodes, translating the pattern of bars into data (like product numbers or serial codes) that USCIS uses for faster, more accurate data entry, primarily for inventory management, and asset tracking across the Agency. They enable the mobile inventory collection of large numbers of assets quickly, creating efficiencies and decreasing the time required to support day-to-day efforts and conduct the annual inventory of IT equipment.
4. Authority and supporting rationale.
This acquisition is conducted under the authority of Multiple-Award Schedule Program, 41 U.S.C.
152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies. Pursuant to RFO 8.401(b), General, RFO GSAM/R 538.7104-3(b), Sole source justifications and RFO GSAM/R 538.7104-4(b)(2)(ii), Items peculiar to one manufacturer, the circumstance that justifies limiting sources to fewer than those required by RFO GSAM/R 538-7103-3 is:
☐ RFO GSAM/R 538.7104-3(b)(1)(i) The need is of such unusual urgency that following the procedures would result in unacceptable delays in fulfilling that need.
☒ RFO GSAM/R 538.7104-3(b)(1)(ii) Only one source is capable of providing the products, services, or solutions required at the level of quality required because the products, services or solutions are unique or highly specialized.
☐ RFO GSAM/R 538.7140-3(b)(1)(iii) The order should be issued on a sole source basis in the interest of economy and efficiency because it’s a logical follow-on to an FSS already issued on a competitive basis.
Rationale:
To ensure compliance with DHS property accountability requirements, USCIS requires barcode scanners that are compatible and can integrate with the Sunflower Asset Management System (SAMS). SAMS is a system of record owned and operated by the DHS Office of the Chief Readiness Support Officer (CRSO). DHS implemented SAMS in October of 2003 to track the personal property of DHS Headquarters and the DHS Components. Currently this instance of SAMS supports the USCIS user base registered inside and outside the continental United States.
Honeywell (make) CN80G (model) scanner is the only compatible device meeting USCIS security requirements that can integrate with the DHS-provided SAMS, making it a unique, highly specialized product. This product is produced by only one manufacturer (Honeywell) and is only available from CGI Federal. CGI Federal is the sole provider of Sunflower-configured scanners and maintenance services. Similar products do not meet, or cannot be modified to meet, the needs of USCIS because they are not compatible with SAMS configuration.
The barcode scanners must have the following essential features:
• Compatible with the Sunflower Asset Management System software;
• Be listed on the Defense Information Systems Agency (DISA) Security Technical
Implementation Guides (STIG) Approved Products List (APL);
• Support current Android generation and operating system security updates;
• Include batch configuration options;
• Be Seventh generation 1D/2D scanning for long distance warehouse scanning;
• Motion tolerance for accurate scanning;
• Compatible with Windows 11;
• Capable of capturing and interpreting the following barcode symbology: Code 39, Code 128, Code 93, PDF417; and
• User friendly interface for required inventory clerk fields.
SAMS configured barcode scanners must be used for this requirement because SAMS is the only asset management application approved and used by DHS.
There are many barcode scanners commercially available, however, because the Government’s only approved software application is Sunflower, the barcode scanners must be configured with this software and be approved by DISA to fulfill this requirement. DISA maintains the Department of Defense Information Network (DoDIN) APL process. This process provides a single, consolidated list of products that have met cybersecurity and interoperation certification requirements. DHS USCIS follows the procedures set by DISA.
Only one source is capable of configuring and installing Sunflower Software onto the Honeywell CN80G barcode scanners because it is the only DHS approved product and configuration, thus making it unique and highly specialized. The Sunflower software licenses and support are not available through resellers or distributors. The only entity able to provide maintenance services for the proprietary Sunflower Software Licenses and Support is CGI Federal. CGI Federal is a wholly-owned U.S. operating subsidiary of CGI Inc., that acquired Sunflower Systems in 2019 from Annams Systems Corporation, which did business as Sunflower Systems.
Market research was conducted between August 2025 and September 2025 by the Government's technical experts. The market research included reviewing acquisition history from the Office of Administration and use cases by property custodians currently using Honeywell CN80G SAMS Barcode Scanners throughout the enterprise. Professional IT industry publications were consulted including internet searches for information and topic related discussions amongst industry professionals. It was determined that the Honeywell CN80G portable Barcode Scanner is the sole device approved by DHS/USCIS for use with SAMS. This product is produced by only one manufacturer (Honeywell) and its configuration to SAMS is only available from CGI Federal.
Based on the market research, Honeywell CN80G Barcode Scanner (Sunflower configured) is the only commercially available product that fully meets the Government’s requirements. Only CGI Federal can provide the Sunflower enabled barcode reader as they are the sole provider of Sunflower configured barcode readers and services. The Government plans to solicit this requirement to CGI Federal under its GSA Schedule contract within special item number (SIN) 33411.
5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with RFO GSAM/R 538.7102-2(b)(4) and as defined by
RFO 2.101.
The Contracting Officer has determined that the anticipated delivery order to CGI Federal for Sunflower configured barcode scanners represents the best value, considering price and administrative costs, to meet the Government’s needs. This order will be placed in accordance with GSAM/R538.7 - Federal Supply Schedule Ordering Procedures.
6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
The results of the market research conclude that CGI Federal is still the sole provider of Sunflower Software Licenses and Support and does not provide software licenses or support through resellers or distributors. Through the DoDIN APL process, only Sunflower software may be installed on the Honeywell CN80G barcode scanner.
7. Any other facts supporting the sole source justification.
No additional information.
8. A statement of actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition for the supplies or services is made.
While SAMS remains the only DHS approved asset management system, USCIS will have no alternative option to increase competition for future acquisitions until after the effective expiration date of the product’s inclusion in DoDIN’s consolidated list of products that have met cybersecurity and interoperation certification requirements. Additionally, any future DHS test alternatives to asset management system technologies, devices, and platforms may enable USCIS to overcome barriers that led to restricted consideration.
9. USCIS intends to post this requirement on the Government Point of Entry (GPE) pursuant to GSAM/R 538.7104-3(b)(3).
10. Technical/Requirements Personnel Certification.
I certify that this requirement meets the Government’s minimum need and that the supporting data, which form a basis for the Sole Source Justification, are accurate and complete.
