About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 2 (VISN2) has published a Notice of Intent to Sole Source a contract for infectious disease and bacterial markers testing services. The contract will be awarded on a Firm Fixed Price basis to Diasorin, Inc., located in Stillwater, Minnesota, through Federal Supply Schedule FSC Group 66 III for Clinical Analyzers. The procurement is intended to serve VISN2 South Medical Centers on a cost-per-test basis. Market research conducted in accordance with FAR Part 10 determined that Diasorin is the sole vendor reasonably available to meet the comprehensive testing requirements. The VA prohibits the use of gray market items and requires that all testing be sourced through the original equipment manufacturer's authorized distribution channels.

The purpose of this procurement is to secure a specialized Chemiluminescent Microparticle Immunoassay (CMIA) platform capable of performing a specific suite of tests including MMRVZ, PCT, Lyme IgG/IgM/MTTT, Quantiferon TB Gold, H.pylori Ag, Fecal Calprotectin, and Fecal Elastase. While this is a notice of intent to sole source and not a request for quotes, all responsible sources may submit capability statements demonstrating their ability to fulfill these requirements; such statements must be received by November 30, 2025, at 12:00 PM Eastern Standard Time. There are no specific set-asides or eligibility restrictions beyond the requirement that vendors provide testing through authorized distribution channels rather than gray market sources. Interested parties should direct their submissions to Contracting Officer Lindsay Goldsmith and should carefully review the detailed justification provided in the Notice of Intent document to understand the technical and operational requirements that led to the sole source determination.
