About this opportunity
NIST issued a notice of intent to negotiate sole-source services with Bruker Scientific, LLC for Fourier Transform Spectrometer maintenance and realignment, with a response deadline of May 19, 2026. The acquisition is not a formal solicitation; interested parties may submit written evidence of capability to satisfy the requirement, which NIST will use solely to determine whether competitive procedures are feasible.
The work comprises three deliverables: HeNe laser alignment (operational verification, proper placement, and alignment through the interferometer); interferometer re-alignment (diagnostics, internal detector signal verification, root-cause analysis of signal insufficiency, and remediation); and a two-day onsite service visit at NIST Boulder, Colorado, to be scheduled within three weeks of award. All work must be performed by trained service technicians and comply with NIST security and safety protocols, including badge compliance and vehicle registration. Acceptance testing must be completed within seven business days of service completion; payment is firm-fixed-price, Net 30 days in arrears at 100% upon successful completion and technical specification verification.
The work falls under NAICS 811210 (Electronic and Precision Equipment Repair and Maintenance, $34 million size standard) and PSC J066 (Maintenance/Repair/Rebuild of Instruments and Laboratory Equipment). Award is estimated by June 15, 2026. Inquiries should be directed to lisa.stevens@nist.gov.
Notice text
The National Institute of Standards and Technology (NIST) Acquisition Management Division intends to negotiate with Bruker Scientific, LLC., located in Billerica, MA, on a sole source basis under the authority of FAR Subpart 6.302-1, soliciting from a single source, for a pulse tube cryocooler.
Specific Requirements are as follows:

All responses to this notice of intent must be submitted to lisa.stevens@nist.gov no later than the date and time provided herein this posting.
JUSTIFICATION FOR OTHER THAN FULL AN OPEN COMPETITION:
The NIST Sources and Detectors group operates a Bruker Vertex 70 Fourier Transform Spectrometer. The instrument is not currently operating properly, most likely because the internal optics have become mis-aligned over time. Troubleshooting needs to be done, and the optics need to be re-aligned. This work must be performed by Bruker trained service technicians. The FTS is a laboratory research instrument located in the NIST Boulder, CO facility. It is used to provide reflectance measurements for high-absorptance samples used for a variety of purposes including developing new primary radiometric standards for calibration services and measurements of solar irradiance and Earth outgoing radiance. Only Bruker trained service technicians can complete the service because of proprietary components in the system.
