About this opportunity

The Army Contracting Command at Aberdeen Proving Ground seeks a preventive maintenance service agreement for Gatan ancillary instrument systems, with proposals due June 2, 2026. This is a sole-source procurement to GATAN, INC, justified under 41 USC 1901(e) and FAR 13.106-1(b)(1)(i) on grounds that GATAN is the only authorized service contractor capable of maintaining the equipment; any other provider would void existing warranties and lack access to proprietary OEM software and specialized tools required for diagnosis and repair.

Place of performance is Aberdeen Proving Ground, Maryland. The Army Research Directorate of DEVCOM Army Research Laboratory seeks OEM-authorized maintenance for five Gatan ancillary instrument systems comprising three X-ray energy dispersive spectrometers (XEDS) and two electron backscattered diffraction (EBSD) instruments. The contract structure includes a one-year base period covering two systems and two one-year option periods to cover all five systems. Services include unlimited telephone support during normal business hours (8:30 A.M. to 5:00 P.M. EST, excluding weekends and Federal holidays), up to one preventive maintenance visit annually, onsite repair visits with a targeted response time of less than 48 hours, unlimited emergency service at no additional cost, and replacement parts except consumables at no additional cost. The contractor must maintain 24-hour availability for service request initiation via telephone and email with response within one business day. All contractor personnel must possess appropriate personnel security clearances per Army Research Laboratory security requirements and comply with Aberdeen Proving Ground facility access requirements. The equipment is used by over 40 technical points of contact across multiple ARL divisions. Equipment replacement would cost upwards of $100,000 per unit plus software modules and calibration expenses. NAICS is 335999; PSC is J036. Market research was conducted February 24 through March 24, 2026. Contracting Officer Orlando R. Hernandez signed the D&F on May 21, 2026. Contract Specialist Myoung-Ju (MJ) Kang-Jones and Contracting Officer Orlando Hernandez serve as points of contact.
