About this opportunity
The Naval Supply Systems Command issued a Notice of Intent to Sole Source for the procurement of an Ultimate Building Machine (UBM) engine unit on April 16, 2026. The notice announces the Department of the Navy's intention to award a firm-fixed-price contract solely to MIC Industries Inc. for this specialized equipment. This procurement is being conducted under FAR 6.302-1, which allows for sole-source awards when only one responsible source can satisfy agency requirements. The announcement is for informational purposes only and does not constitute a request for competitive proposals. However, the notice is being published to provide transparency regarding the government's contracting intentions in this area.
The underlying requirement involves supplying and installing a Deutz D2011L04i diesel engine (61 HP, 2600 RPM) as a replacement for equipment at Naval Mobile Construction Battalion 11 in Okinawa, Japan, with delivery expected within 40 to 60 days of contract award. The contractor must provide on-site installation, operational testing, calibration, 24/7 shipping support, and training services not to exceed one week for military personnel. Although MIC Industries Inc. is the intended sole-source recipient, responsible sources may submit capability statements for consideration by April 26, 2026, via email to Kumiko Kokuba at kumiko.kokuba2.ln@us.navy.mil. The procurement is classified under NAICS 333618 (Other Engine Equipment Manufacturing) and PSC 2815 (Diesel Engines and Components), and the original RFQ had been set aside for Women-Owned Small Businesses and economically disadvantaged women-owned small businesses prior to this sole-source determination.
