About this opportunity

This Special Notice announces the Department of the Army Alaska Army National Guard's intent to issue a sole-source, Firm-Fixed-Price contract to United Utilities Inc for comprehensive telecommunications services. Published on January 23, 2026, with a comment period closing January 28, 2026, this notice is issued in accordance with Federal Acquisition Regulation 5.203 and does not constitute a request for competitive proposals. The sole-source determination has been made under FAR 6.302-1, citing United Utilities Inc as the only responsible source capable of meeting the Government's requirements. The justification is based on the rural location of the service area, where United Utilities Inc possesses the existing infrastructure necessary to provide services without substantial delays and cost duplication that would result from establishing new infrastructure with alternative vendors.

The contract will provide Alaska Army National Guard personnel at Fort Richardson with a full suite of telecommunications and data services, including voice services, internet services, video services, and business support across two active accounts. The contract structure consists of an eight-month base period followed by four optional twelve-month periods, exercisable at the Government's discretion, with an estimated value of approximately $108,868.45. This notice is not a request for proposal or quotation, and unsolicited proposals will not be accepted; instead, it serves to inform the public of the Government's procurement intent prior to award. The incumbent service provider, United Utilities Inc, currently maintains SAM registration valid through October 27, 2026, and will execute invoices through WAWF with itemized monthly statements. Market research documented in the supporting justification materials indicates that geographic constraints and the localized nature of services in rural Alaska limit competition to a single qualified provider capable of delivering the required service infrastructure and operational support.
