About this file
This is a Simplified Acquisition Procedures (SAP) Determination Memorandum for a sole source acquisition under the simplified acquisition threshold. The contracting officer, Alexis D. Potter, seeks to award a contract to United Utilities, Inc. (CAGE Code 0DDV0) for analog lines and emergency systems services with an estimated amount of $108,868.45 under Purchase Request Number 12377400. The acquisition is classified as a brand name buy with O&M funding.
The required services consist of analog lines for personnel and emergency systems that draw power directly from the telephone network to maintain operational capability during power outages. These services include emergency dispatch phone boxes, support for all analog services boxes during day-to-day local area operations, internet connectivity to the network administration center via MAARING personnel, and related services including voice/data plans, accessories, and equipment maintenance. The contracting officer justifies the sole source award based on the localized nature of the services and United Utilities, Inc. being the only available provider in the area, citing superior customer service, faster response times during outages, and local economic support. Market research indicates that all service providers have been vetted through Appendix 1005 of a Cooperative Agreement since 2008, with major providers owning vast networks while smaller telecommunications and ISP companies have limited fiber availability in the service area. The contracting officer notes that government competition is inherently limited due to the geographic location and nature of the services required, with no specific actions identified to remove barriers to future competition.
