About this opportunity
The Alaska Army National Guard (AKARNG) has issued a Notice of Intent to award a sole-source contract to Copper Valley Telecom for comprehensive telecommunications and wireless services supporting operations at Fort Richardson. This special notice, posted on January 23, 2026, with a response deadline of January 28, 2026, is not a request for competitive proposals and will not be subject to full and open competition. The procurement is authorized under FAR 6.302-1, which permits sole-source awards when only one responsible source can satisfy agency requirements. The Department of the Army has determined that Copper Valley Telecom is the only vendor capable of providing the required services in this rural Alaska location without incurring substantial delays and costs associated with establishing new infrastructure. An approved Justification and Approval (J&A) document supporting this determination is on file.
The contract will provide a full suite of telecommunications and data services, including voice services, wireless services, internet services, and television and video services to support the AKARNG Network Enterprise Center. The contract structure consists of a Firm-Fixed-Price arrangement with an eight-month base period followed by four optional twelve-month periods, exercisable at the government's discretion. This notice is issued pursuant to FAR 5.203 and serves as formal notification of the government's intent; contractors are explicitly instructed not to submit proposals or quotations, as the government will not consider competitive submissions. The procurement is classified under NAICS 517111 (Wired Telecommunications Carriers) and PSC DG11 (IT and Telecom - Network: Satellite Communications and Telecom Access Services). Copper Valley Telephone Cooperative Incorporated is the incumbent provider and sole source for this requirement due to its existing infrastructure and exclusive capability to serve this geographically isolated area.
