About this file
This is a Simplified Acquisition Procedures (SAP) Determination Memorandum for a sole source acquisition under the simplified acquisition threshold. The document justifies limiting competition to a single source for a federal contract procurement.
The contracting officer, Alexis Potter, is authorizing a sole source award to Copper Valley Telephone Cooperative Incorporated (CAGE Code 0FKR1) for analog telephone line services in the amount of $21,720.83 under Purchase Request Number 12377303. The services consist of analog lines for personnel and emergency systems that draw power directly from the telephone network, enabling continued operation during power outages. These services support all NNAARC base phones with internet connectivity to the network by maintaining voice and data transmission capabilities. The services are classified as O&M (Operations and Maintenance) funding. The justification for sole source procurement is based on the local nature of the services and geographic limitations, as Copper Valley Telephone Cooperative is the only available provider in the rural Alaska service area. The market research indicates that major telecommunications providers own vast networks but cannot serve isolated rural areas, and all service costs and vendors have been vetted through Appendix 1005 of the Cooperative Agreement in place since 2008. The contracting officer certified that this sole source determination is accurate and in the best interest of the government, noting that competition cannot be removed due to the inherent nature and location of the required services.
