About this opportunity
The Transportation Security Administration (TSA) has published a Notice of Intent to Sole Source for the procurement of 1,150 new Automated Screening Lane (ASL) bins equipped with Radio Frequency Identification (RFID) tags for security screening operations at Los Angeles International Airport (LAX). The agency intends to award this contract using other than full and open competition procedures under FAR 6.302 authority. The sole source contractor identified is Leidos Security Detection & Automation, Inc., located in Tewksbury, Massachusetts. The bins are described as proprietary to Leidos, which justifies the non-competitive procurement approach. This special notice was posted on August 20, 2025, by the Department of Homeland Security's Transportation Security Administration.
The primary purpose of this notice is to inform the contracting community of TSA's intent to proceed with a sole source procurement while providing an opportunity for interested parties to express their capabilities. Interested vendors have until September 5, 2025, to identify their interest and capability to respond to the requirement or submit proposals, though this notice explicitly states it is not a request for competitive proposals. The government retains sole discretion in determining whether to conduct a competitive procurement based on any responses received. Information submitted will primarily be used to assess whether competitive procurement procedures should be pursued. Companies interested in subcontracting opportunities are directed to contact Leidos directly, as the government's decision not to compete this contract remains entirely discretionary.
