About this opportunity

The United States Department of Commerce's National Institute of Standards and Technology (NIST) has issued a Special Notice announcing its intent to sole source a focused aerosol deposition system from Kanomax FMT located in White Bear Lake, Minnesota. The procurement is specifically for the Material Measurement Laboratory's Chemical Sciences Division and will involve purchasing a single turnkey system for generating and collecting particles from ultrapure water. NIST conducted market research in October 2024 to validate potential sources, ultimately determining that Kanomax FMT is the sole manufacturer capable of meeting the government's technical requirements. The acquisition will be made under the statutory authority of 41 USC 3304(a)(1) and FAR 13.106-1(b), with the applicable NAICS code of 334516 for Analytical Laboratory Instrument Manufacturing.

The purpose of this Special Notice is to inform potential contractors about NIST's intention to negotiate directly with Kanomax FMT and provide an opportunity for other interested parties to demonstrate their capability to meet the specified requirements. Interested contractors must submit written responses identifying their capability to satisfy the technical specifications by 11:00 a.m. Eastern Standard Time on December 27, 2024, via email to jenna.bortner@nist.gov and Donald.collie@nist.gov. The system's technical specifications include generating particles from ultrapure water, achieving 100% collection efficiency for particles as small as 5 nm, operating without requiring charged particles, and utilizing 120 VAC power. The government retains sole discretion in determining whether to compete the proposed acquisition based on responses received. The notice emphasizes that while responses will be considered, this is not a request for quotations, and no solicitation package will be issued.
