Notice text

The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) ) has a requirement to procure a fiber-reinforced polymer (FRP) Toolkit to support current and future troop demonstration efforts.. The ERDC intends to issue an award to AMS Industries , LLC (DUNS: 964998921) on a sole source basis. The proposed procurement meets the criteria for exclusion from full and open competition under the authority Federal Acquisition Regulation (FAR) 13.501(a), Sole Source Acquisitions, in accordance with 41 U.S.C. 1901, Simplified Acquisition Procedures.

The ERDC has a requirement to procure a United States Air Force (USAF) FRP Toolkit to support current and future troop demonstration efforts.  It is critical that the toolkit procured by ERDC be identical to those owned by the USAF so that effective assessments of troop performance during mission tasks can be made.  Deviation from the kit as it has historically been supplied the USAF could affect timing and efficiency of repairs and detract from the value of the troop demonstration efforts. AMS Industries is the only approved manufacturer of the FRP panels and supplemental installation support kits used by the USAF since 2017. They are also the sole manufacturer and distributor of the FRP toolkit. The NAICS code for this requirement is 326130 (Laminated Plastics Plate, Sheet) with a size standard of 500 employees.
