About this opportunity

The U.S. Army Corps of Engineers Mission Support Battalion issued a Notice of Intent to Sole Source on September 1, 2026, announcing its intent to award a firm fixed-price contract to Battelle Memorial Institute for Facilities and Equipment Maintenance (FEM) System Analyst Support, with a 15-day window through September 16, 2026, for interested parties to submit capability statements demonstrating ability to perform. This is a sole-source procurement; however, any firm may submit written notice within 15 days of publication asserting clear and convincing evidence that competition would benefit the Government, and the Government retains discretion to compete the requirement based on responses received.

The contract seeks comprehensive technical expertise in data management, advanced analytics, and system support to optimize, expand, and analyze USACE's FEM/Maximo enterprise asset management platform. Work includes systematic asset loading into the FEM system, secure cloud migration of the legacy system, evaluation and deployment of IBM MAS 9.2 mobile maintenance solutions, advanced SQL-based data analytics within a large Oracle environment, API development for FEM-to-Vantage data exchange, and design of business intelligence dashboards for senior leadership. All work complies with Department of War and Federal cybersecurity and privacy policies, with strict Controlled Unclassified Information handling requirements. Performance is estimated at 940 hours annually over a 12-month base period (estimated September 28, 2026–September 28, 2027) with one optional 12-month extension, performed entirely at the contractor's site. Battelle's sole-source justification rests on over 20 years of continuous engineering, development, and cybersecurity management of the USACE FEM ecosystem and exclusive expertise in USACE's customized IBM Maximo deployment. The Government conducted market research between January and July 2026 and concluded no other vendor possesses the required institutional knowledge and system architecture familiarity without incurring unacceptable delays and cost duplication. Contract personnel require Common Access Card issuance and specified DoD security training.
