About this opportunity
U.S. Customs and Border Protection intends to issue a firm fixed price sole source award to Health and Safety Institute (HSI) for mandatory CPR instructor certification updates, with a response deadline of August 14, 2026 for interested contractors to submit capabilities statements.
CBP's Office of Field Operations operates 682 HSI-certified CPR instructors who must complete a mandatory training update to align certifications with the new G2025 CPR standards and protocols. The sole source justification rests on the determination that only HSI reasonably can meet the requirement and that the item is peculiar to one manufacturer; transitioning to another certifying authority would require new certifications for all instructors at substantially higher cost, as existing HSI certifications cannot be renewed by other providers. CBP established its critical CPR training program with HSI in 2017.
The contractor shall deliver HSI Instructor G2025 Update training materials, study tools, operations manuals, and related resources, with deliverables due within 30 days of contract award and training completion required within 60 days after receipt of order. Place of performance is the contractor's facility; delivery of completed materials goes to the OFO Emergency Medical Services Training & Logistics Center at 65 Seitz Court, Summit Point, West Virginia. Contractors interested in competing for this requirement must submit a capabilities statement to the contracting officer, Michael A. Hall, at Michael.A.Hall@cbp.dhs.gov by August 14, 2026.
