About this opportunity
The Centers for Disease Control and Prevention has issued a Notice of Intent to Sole Source for the repair of an EMGS gas generator system under opportunity ID c4ffb0361002467493c2509205fbcd3b. The CDC intends to award a sole source firm fixed price purchase order to Environmental & Medical Gas Services, Inc. (EMGS) for the replacement of nitrogen membranes in their gas generator system. This system supplies compressed gas to six mass spectrometers in the Division of HIV Prevention Laboratory Branch. The procurement is being processed under the authority of FAR 13.106-1(b) for simplified acquisition procedures, and the notice was posted on August 6, 2025, with responses due by August 21, 2025.
The purpose of this sole source procurement is to replace two failed nitrogen membrane components that are critical to the proper functioning of all six laboratory instruments served by the gas generator system. The CDC has determined that EMGS is the only vendor capable of providing compatible nitrogen membranes and performing the installation with licensed technicians who currently service the existing system under maintenance contracts. While this is not a request for competitive quotations, the government will consider any responses received within fifteen days of the notice issuance, with submissions required by 5:00 PM EST on August 21, 2025, to contract specialist Iris Gonzalez at qsx8@cdc.gov. The justification emphasizes that using EMGS ensures system compatibility, proper installation, and maintains existing service contract arrangements without affecting other system components. The procurement falls under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance, with the government retaining sole discretion over whether to proceed with competitive procurement based on any responses received.
Notice text
The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to ENVIRONMENTAL & MEDICAL GAS SERVICES, INC. for Replacement of gas generator nitrogen membrane. The contractor shall provide necessary nitrogen membranes as well as trained and experienced personnel to replace 2 nitrogen membranes on an existing gas generator supplying compressed gas to 6 massspectrometers. The Division of HIV Prevention (DHP)/Laboratory Branch (LB) has a 4-compressor gas generator system installed and serviced with regular preventive maintenance and repair by Environmental & Medical Gas Services (EMGS). The nitrogen membrane component of the gas generator failed and needs to be replaced to ensure proper functioning of all 6 laboratory instruments. EMGS is currently providing regular maintenance and repair for the existing gas generator system. To ensure the nitrogen membranes are compatible with the remaining gas generator components, installed correctly and existing service contracts remain unaffected, the nitrogen membranes must be installed by the licensed technicians servicing the gas generator system. EMGS is the only vendor who can provide this installation ensuring the remaining system components are not affected.
This contract action is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP).
This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice shall be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to contract specialist at Iris Gonzalez qsx8@cdc.gov by COB 5pm, est August 21, 2025.
