About this opportunity
The Bureau of Indian Affairs, Northwest Regional Office (NWRO), Forestry Program issued a notice of intent to award a sole source firm-fixed price contract to Forest Biometrics Research Institute (FBRI) for an umbrella licensing agreement for specialized software, with a deadline of September 14, 2026, at 09:00 am Pacific Time for capability statement and pricing challenges.

The software will enable the BIA to make forest stewardship decisions based on reliable data and fulfill its forest resource management responsibilities.
The procurement is conducted under FAR 6.103-1 and 41 U.S.C. 1901. NAICS code 513210 (Software Publishers) applies. No formal solicitation will be issued, and no technical questions will be answered. Firms that believe the BIA should not pursue this procurement may challenge the sole source determination by submitting a capability statement and pricing information to Contracting Officer Brian Roberts at brian.roberts@bia.gov.
