About this opportunity

The US Army Medical Research Acquisition Activity (USAMRAA) under the Defense Health Agency has issued a Special Notice announcing its intent to negotiate a sole source contract modification with ESO Solutions, Inc. for maintenance support of the Department of Defense Trauma Registry (DoDTR) Store and Forward data software application. The agency currently holds two separate contracts with ESO Solutions for technological and maintenance support of the DoDTR system, and this modification will consolidate both functions under a single contract (HT942523C0064). The procurement is being conducted under simplified acquisition procedures with no set-aside restrictions and falls under NAICS code 518210 with a small business size standard of $40 million. The government intends to negotiate solely with ESO Solutions based on their ownership of intellectual property rights to the source code and their existing maintenance capabilities for the DoDTR system.

The purpose of this consolidation is to provide easier oversight and administration of required services by combining two separate contracts with the same vendor into one comprehensive agreement. The Store and Forward software is critical for contingency operations that lack adequate bandwidth for full DoDTR utilization, and ESO Solutions' proprietary technology ensures consistency between the S&F version and the main DoDTR system through continuous matching of changes and upgrades. Interested parties may submit capability statements in PDF, MS Word, or Excel formats via email to Jeffrey Sprecher at jeffrey.b.sprecher.civ@health.mil by 12:00 PM EST on July 26, 2025. However, the government maintains that ESO Solutions is the only technically acceptable provider due to their intellectual property rights and existing maintenance expertise. Any responses received will be considered solely for determining whether to conduct a competitive procurement, though the final decision remains at the government's discretion.

Notice text

The US Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis (IAW FAR 13.501) with ESO Solutions, Inc, 2803 Manor Rd, Austin, TX 78722, as the only responsible source that can provide maintenance support for Store and Forward data software application on contract number HT942523C0064. Currently the Government holds two separate contracts with ESO Solutions for Technological and maintenance support to the Department of Defense Trauma Registry (DoDTR), under contract number HT942523C0064, and Technological and maintenance support to the Department of Defense Trauma Registry (DoDTR) “Store and Forward” (S&F) data collector software, under contract number W81XWH20P0178. These contracts maintain two separate functions of the DoDTR. This modification will consolidate them into one contract under HT942523C0064. Provisions and clauses in effect through Federal Acquisition Circular 2025-04 are incorporated. Joint Trauma System (JTS) requires a sole source modification to contract number HT942523C0064 to add maintenance support for Store and Forward data software application to be completed by the contractor, ESO Solutions, Inc. ESO Solutions Inc provides similar maintenance to the Department of Defense Trauma Registry (DoDTR) under contract number HT942523C0064.The services to be added to contract HT942523C0064 provide technological and maintenance support to the DoDTR S&F software that is utilized in contingency operations that do not have adequate bandwidth for the full utilization of the DoDTR. The S&F version is a continual match to changes and upgrades to the DoDTR and insures both logic and data fields of the trauma data set remain consistent. ESO Solutions owns Intellectual Property Rights to the source code of this critical software which contains multiple databases, web interfaces, and workflows processes to aid in JTS’s mission. This web interface and workflow process technique is also copyrighted. No other product on the market offers the depth and breadth of data collection required for JTS and no other vendor has the rights to maintain or update the DoDTR or S&F software. Combining these two contracts will provide easier oversight and administration of the required services by having them under one contract versus two separate contracts with the same vendor.

This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 518210 with a Small Business Size Standard of $40M. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, any parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  Based on the above information, the only technically acceptable updates can be provided by ESO Solutions Inc.

Submit email capability statements (using PDF, MS Word, Excel attachments) to Jeffrey Sprecher at jeffrey.b.sprecher.civ@health.mil. Statements are due no later than 12:00 P.M. EST on 26 July 2025. No phone calls will be accepted.
