About this opportunity
The Centers for Disease Control and Prevention announced its intent on June 15, 2026, to sole-source award a firm fixed price purchase order to Vachi Info Tech Inc. for development and implementation of FHIR (Fast Healthcare Interoperability Resources) infrastructure supporting electronic health record data collection for the National Health Care Surveys. The sole source authority cited is FAR 12.102 under 41 U.S.C. 1901, based on the vendor's demonstrated expertise in FHIR implementation, prior CDC and NCHS work on healthcare data interoperability projects, proficiency with the Enterprise Data Analytics and Visualization (EDAV) and Health Electronic Health Record (HEHR) platforms, specialized knowledge of FHIR REST API and FHIR Bulk API, and CIPSEA compliance expertise.
The project objective is to build FHIR infrastructure at the National Center for Health Statistics to enable testing of standards-based interoperability in hospital and ambulatory care settings. Three ambulatory provider groups from the National Health Care Surveys Registry will send test FHIR data to validate the infrastructure. Performance runs September 1, 2026, through August 31, 2027, with work performed remotely or at NCHS in Hyattsville, Maryland.
Key deliverables include design and deployment of FHIR endpoints supporting HL7 FHIR R4 standards; separate development, testing, staging, and production environments; FHIR Bulk Data Access APIs; OAuth 2.0 and SMART on FHIR authentication; FIPS-140-2 validated encryption; audit logging; and functional, performance, interoperability, and security testing. Required staff expertise spans Java, Python, SQL Server, NoSQL databases, Microsoft Azure, Azure DevOps, R, SAS, HTML5, and Angular JS. All staff must obtain Public Trust Level 5 or 6 background investigations and maintain HSPD-12/PIV cards.
Interested contractors may submit quotations or responses to the Contracting Officer at kpz5@cdc.gov by June 30, 2026, before 10:00 a.m. EST. The government will consider all responses received within 15 days but retains sole discretion whether to proceed with competitive procurement.
