About this opportunity

The Defense Threat Reduction Agency (DTRA) intends to award a sole-source contract for Defense Stockpile Management Systems (DSMS) support, with a response deadline of June 3, 2026. This is a six-month firm fixed-price contract with one six-month option period to General Dynamics Information Technology, the incumbent contractor under HDTRA121F0072, to prevent service lapse in critical nuclear logistics IT infrastructure while DTRA conducts a follow-on competitive procurement.

DTRA justifies sole-source award under 10 U.S.C. 3204(a)(1) and FAR 6.302-1 on the basis that transitioning to a new contractor during this abbreviated period would create unacceptable mission delays and operational degradation; no other responsible source is positioned to assume full operations with zero mission disruption. Although this is a notice of intent rather than a competitive solicitation, DTRA invites any responsible source to submit a capability statement demonstrating qualifications and ability to assume full DSMS system operations with minimal transition within the fifteen-day response window. All submissions are due by 9:00 AM ET on June 3, 2026.

The requirement falls under NAICS 541512 (Computer Systems Design Services) and PSC DA01 (IT and Telecom—Business Application/Application Development Support Services, Labor).

Notice text

1. REQUIREMENT BACKGROUND
This notice is published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 for the dissemination of information for proposed contract actions. This is a Notice of Intent to award a sole source contract; it is not a request for competitive quotes or proposals.

The Defense Threat Reduction Agency (DTRA) intends to issue a six (6) month Firm Fixed Price (FFP) sole source contract, with one six (6) month option period, to General Dynamics Information Technology (GDIT). This action will ensure the continuation of the Defense Stockpile Management Systems (DSMS) support currently provided under contract HDTRA121F0072.

2. JUSTIFICATION & AUTHORITY
The implementation of this short-term contract action is essential to prevent a lapse in critical nuclear logistics IT infrastructure support to the entire U.S. Government, while the follow-on procurement for this requirement is actively competed.

In the absence of qualified sources capable of assuming full operations with zero mission degradation during this brief period, a contract will be awarded on a Sole Source basis to the incumbent. This action is taken pursuant to 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). Transitioning to a new contractor for this abbreviated period would result in unacceptable delays in fulfilling the agency's critical mission requirements.

3. SUBMISSION INSTRUCTIONS
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS, and no formal solicitation will be issued. However, any responsible source believing it can fulfill the requirement may submit a capability statement.

Interested parties have fifteen (15) days from the date of this publication to submit clear and convincing written evidence of their qualifications and capabilities to assume full operations of the DSMS system with minimal transition.

  • Deadline: All responses are due by 9:00 AM ET on June 3, 2026. Responses received after this time will be considered non-responsive.
  • Required Information: Responses must include your Business Name, Point of Contact, Address, Unique Entity ID (UEI), CAGE Code, and Telephone Number.
  • Submission Method: All inquiries and submissions must be sent in writing via email to the POC(s) listed below. Telephone inquiries will not be accepted.

4. DISCLAIMER
The Government will not reimburse any expenses incurred in responding to this notice. Capability statements will be used solely to determine whether to conduct this specific bridging procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full-and-open basis, based upon responses to this notice, is solely within the Government's discretion.
