About this opportunity
The Drug Enforcement Administration (DEA) has published a Notice of Intent to Sole Source for the procurement of an EnforceAir 2 Anti-Drone system from D-Fend Solutions. This special notice indicates the DEA's intention to award a contract without competitive bidding under FAR 6.302-1, which permits sole source procurement when only one responsible source exists and no other supplies or services will satisfy agency requirements. The acquisition falls under NAICS code 334511 and will be conducted as a firm-fixed price contract through FAR Part 13 procedures for commercial items. The equipment is described as vital to DEA's operational mission, with the agency determining that no other vendor can meet their specific requirements. All communications regarding this posting must be submitted in writing to the designated point of contact, Laura Over, at laura.e.over@dea.gov.
The primary objective of this notice is to inform the contracting community of DEA's intent to proceed with a sole source acquisition while providing the required transparency under federal procurement regulations. Interested parties have until September 19, 2025, to submit any written communications or concerns regarding this procurement approach, though the notice explicitly states it is not a request for competitive quotations. The acquisition will incorporate standard FAR Part 12.3 commercial item provisions and clauses, including contract terms and conditions for commercial items and statutory requirements. Contractors should note that this is an informational notice only, and the government reserves complete discretion in determining whether to proceed with the sole source approach based on any responses received. The attached sole source justification document provides the detailed rationale supporting the agency's determination that competitive procurement is not feasible for this anti-drone system requirement.
