About this opportunity
The Drug Enforcement Administration (DEA) has issued a Notice of Intent to Sole Source for the renewal of its Starcom21 radio system services. The DEA intends to award a sole source firm fixed purchase order to Motorola Solutions for a one-year renewal covering October 1, 2025, through September 30, 2026. This acquisition will be conducted under FAR Part 13 Simplified Acquisition Procedures and involves monthly usage fees for 425 units across two contract line items. The notice explicitly states this is not a request for competitive quotations, but rather notification of the government's intent to proceed with a sole source award. The procurement is categorized under radio and television broadcasting equipment manufacturing with a focus on professional communications support services.
The primary purpose of this sole source procurement is to maintain DEA agents' and task force officers' access to the Illinois State-owned StarCom21 radio network for case-related activities through the existing public-private partnership with Motorola Solutions. Interested parties who believe they can provide equivalent services must contact the designated contracting officer via email by September 19, 2025, at 4:00 PM EDT, referencing procurement number D-25-CH-0010. Contractors must submit written responses describing their capability to provide the required radio network services, with awards based on lowest price/technically acceptable criteria on an all-or-none, brand name only basis. The StarCom21 system is a statewide 700/800 MHz Project 25-compliant digital trunked voice radio network serving over 45,000 subscribers from various government entities, and non-state entities must work directly with Motorola Solutions to access this interoperable communications network. The government reserves full discretion in determining whether to proceed with competitive procurement based on any responses received.
