About this file
This document is a Sole Source Documentation form for a radio service procurement under FAR Part 13, covering purchase orders over $10,000 but not exceeding $250,000. The document details a sole source acquisition for the STARCOM21 radio network, specifically to allow Agents/TFOs to utilize radio services during case-related activities. The service is for the Illinois State-owned StarCom system, with a period of performance from 10/01/2025 to 09/30/2026.
The justification highlights that STARCOM21 is a public/private partnership with Motorola Solutions, serving over 45,000 subscribers from various government and non-governmental entities. The network is a statewide, 700/800 MHz, Project 25-compliant digital trunked voice radio system focused on enabling seamless, interoperable communications among State, local, and federal government users. Non-State entities must work directly with Motorola Solutions to access the network, which supports the sole source determination that only one source is reasonably available to supply the required services.
