About this opportunity
The National Institutes of Health (NIH) has issued a Special Notice announcing its intent to sole source veterinary diagnostic equipment from Center Point Bio-Tech in Las Vegas, Nevada. The notice was published by the Department of Health and Human Services' NIH Office of Logistics and Acquisition Operations on July 14, 2025. The Comparative Medicine Branch of the National Institute of Allergy and Infectious Diseases (NIAID) is seeking to procure multiple automated laboratory systems including CPBio AlPhaTrio, CPBIO HemaCyte, CPBIO ImmunoWave, CPBio AlphaView, CPBio ColorSpot2, and CPBio Nucleus equipment. This procurement is being conducted under the authority of FAR 3.106-3(b)(3)(i) and supports non-human primate research projects at the NIH Animal Center. The equipment falls under the NAICS category 334516 for Analytical Laboratory Instrument Manufacturing.
The primary purpose of this Special Notice is to inform potential contractors of NIH's intent to negotiate exclusively with Center Point Bio-Tech for specialized veterinary diagnostic platforms used in chemistry, coagulation, blood gas analysis, urine and fecal testing. According to the attached specification sheets, these systems provide advanced AI-enhanced diagnostic capabilities for multiple animal species with rapid processing times of 10-15 minutes per test. While this is not a request for competitive proposals, any responsible source believing they can meet the requirements may submit a capability statement, proposal, or quotation by the July 17, 2025 deadline. Responses must be submitted via email to the contracting officer Shawn Glen at shawn.glen@nih.gov within three days of the notice posting. The government retains sole discretion to determine whether to proceed with the sole source procurement based on any responses received to this notice.
