About this opportunity

The National Institute of Environmental Health Services (NIEHS), part of the National Institutes of Health under the Department of Health and Human Services, has published a Notice of Intent to Sole Source a contract modification. This special notice announces the agency's intention to extend an existing Indefinite Delivery, Indefinite Quantity (IDIQ) contract on a non-competitive basis without seeking full and open competition. The modification pertains to contract number HHSN273201600002I for clinical research support services. The sole source extension is justified under the authority of 41 U.S.C. § 3304(a)(1) and FAR 6.302-1, citing the incumbent contractor's unique institutional knowledge and specialized capabilities. This notice is not a solicitation or request for proposals but rather an announcement of the agency's planned action.

The primary objective of this modification is to extend the ordering period for an additional twenty-four months, from May 23, 2026 through May 23, 2028, ensuring continuity of mission-critical clinical research operations while the NIH procurement team prepares for re-competition of these services under a new full and open contract. The incumbent contractor, Social & Scientific Systems, Inc. (doing business as DLH, LLC), provides comprehensive clinical research support services including study planning, regulatory support, subject recruitment, trial operations, specimen collection, and data management. Interested parties may submit written capability statements demonstrating clear and convincing evidence that competition would benefit the Government by the deadline of 4:00 p.m. Eastern Daylight Time on March 19, 2026, via email to Sarah Bank (sarah.bank@nih.gov) or Lisa Schaupp (lisa.schaupp@nih.gov). The notice does not constitute a formal solicitation, and the Government will not reimburse respondents for preparation costs. The services support the Division of Intramural Research and encompass interventional clinical trials, observational studies, and regulatory compliance activities.
