About this opportunity

The Centers for Disease Control and Prevention issued a Notice of Intent to Sole Source on May 4, 2026, announcing its plan to award a firm fixed price purchase order to Emory University for the 2024 American Men's Internet Survey dataset, with a May 18, 2026 comment deadline. The American Men's Internet Survey is an annual cross-sectional online behavioral survey monitoring STI/HIV risk behaviors, testing service utilization, and prevention service access among men who have sex with men in the United States. CDC's National Center for HIV, Viral Hepatitis, STD, and Tuberculosis will receive approximately 3,500 completed survey responses covering demographic data and questions on sexual and other risk behaviors. The data support trend analysis across annual survey cycles, state and local health department reports for prevention planning and policy development, and peer-reviewed publications and research disseminated with aggregated data only. CDC intends to solicit and negotiate with Emory University as the sole source under FAR authority. Interested parties may submit comments by May 18, 2026 regarding the proposed sole-source award.

Notice text

The Centers for Disease Control and Prevention (CDC) Office of Acquisition Services intends to award a sole source firm fixed price purchase order to Emory University for the purchase of the 2024 dataset of responses to the American Men’s Internet Survey conducted by Emory University.

The American Men’s Internet Survey (AMIS) is an annual cross-sectional online STI/HIV behavioral survey of men who have sex with men (MSM) in the United States. The primary objective of AMIS is to monitor trends in STI/HIV risk behavior, use of STI/HIV testing services, and access to prevention services among MSM in order to improve public health services for STI/HIV prevention and better understand STI/HIV epidemiology. The survey is conducted in annual cycles with a goal of approximately 5,000 complete surveys of MSM participants each year.

The data are compiled and used in analyses for publication. Additionally, health departments in states and large cities with enough respondents for their jurisdiction will receive annual state reports that include data tables for use in prevention planning and policy development. The data are also compared across each survey cycle to identify trends and changes in STI/HIV behaviors among MSM. Reports and publications disseminated for use by researchers, community organizers, and collaborative research partners contain only aggregated data and no identifying information are included. The identified datasets are available by request for state and city health departments who wish to analyze trends in their local jurisdictions.

Upon purchase, Emory University will provide an AMIS 2024 data set from approximately 3,500 MSM from across the United States and its territories to the CDC. Data will include responses to all demographic data and to questions about sexual and other risk behaviors.

This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR Overhaul 12.102(a). Interested parties may identify their interest and submit documentation of their capability to respond to the requirement.

This notice of intent is not a request for competitive quotations; however, all responses received within the issuance period of this notice will be considered by the Government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Any response should be emailed to the Contracting Officer, Serina Allingham, at xog9@cdc.gov by 4:00 p.m. EST on May 18, 2026.
