About this opportunity

The U.S. Army Corps of Engineers Louisville District has published a Notice of Intent to Sole Source a law enforcement contract to the Knott County Sheriff's Office (KCSO) for patrol services at Carr Creek Lake in Knott County, Kentucky. This special notice, posted on February 10, 2026, announces the government's intention to award a sole source contract under FAR Subpart 13.106-1(b), which permits non-competitive procurement when only one source is reasonably available. The contract covers patrol services across multiple USACE-administered lands and waters, including recreation areas, marinas, campgrounds, and the project office area. Although the notice is anticipatory and not binding, it represents the agency's determination that the KCSO is the only entity capable of meeting the government's needs due to its exclusive legal jurisdiction over state and county civil and criminal law enforcement in the designated areas.

The primary objective of this law enforcement contract is to enhance visitor safety at USACE projects, promote water safety, and ensure compliance with applicable laws through consistent patrol services. The base contract period runs from the award date through March 31, 2027, with 310 patrols scheduled during the base year and four optional renewal years extending through March 31, 2031, with a total estimated contract value of $108,500. The due date for any interested parties to respond and demonstrate their capabilities is February 13, 2026, and all correspondence must be submitted via email. Any responsible source believing it can fulfill the requirement may submit a response to this synopsis, though interested parties must clearly demonstrate their ability to provide responsive services without compromising quality, accuracy, and reliability. The government's decision whether to compete the proposal based on responses to this notice remains solely within its discretion. Prior to issuing this notice, the contracting officer contacted the Kentucky Department of Fish and Wildlife and Kentucky State Police; the former declined due to resource constraints while the latter did not respond by the established deadline.
