About this opportunity
The Centers for Disease Control and Prevention (CDC) Office of Acquisition Services has published a Notice of Intent to Sole Source for maintenance and support services for a Carestream DRX-1 digital radiography system. The CDC intends to award a sole source, firm-fixed-price purchase order to Carestream Health, Inc. of Rochester, New York for urgent maintenance and OEM support services. This procurement is valued below the Simplified Acquisition Threshold and will be processed under FAR Part 13 Simplified Acquisition Procedures. The digital radiography system is used by the National Institute for Occupational Safety and Health (NIOSH) and requires specialized maintenance services. The award is being made under the authority of FAR 13.106-1(b)(1)(i) due to Carestream being the original equipment manufacturer with exclusive access to proprietary components and service infrastructure.
The sole source procurement is being issued in response to a court-ordered injunction from the U.S. District Court for the Southern District of West Virginia in Wiley v. Kennedy, which requires reinstatement of NIOSH operations following workforce reductions from a CDC Reduction in Force earlier this year. Required services include preventive and corrective maintenance, OEM software and firmware updates, calibration and quality assurance, technical support from Carestream-certified personnel, and replacement parts as needed. While this is not a request for competitive quotations, responsible sources may submit capability statements demonstrating their ability to perform the required services and their OEM authorization by July 25, 2025. All responses must be submitted via email to Contract Specialist Eric A. Uhls at kpy5@cdc.gov with the specified subject line. The government retains sole discretion in determining whether to compete this requirement based on any responses received to this notice.
