About this opportunity

The U.S. International Trade Commission (USITC) has published a Notice of Intent to Sole Source a Customer Relations Management (CRM) software contract to Carahsoft Technology Corp. This Special Notice, posted on January 29, 2026, announces the agency's intention to award a single-source contract under the authority of FAR 6.302-1, indicating that only one responsible source can satisfy the agency's requirements. The contract is valued at $120,000 and falls under NAICS code 423430 (Computer & Computer Equipment and Software Merchant Wholesalers) with PSC classification DA10 (Business Application/Application Development Software as a Service). The USITC determined that Carahsoft is the sole vendor capable of providing the required integrated solution, as previous competitive efforts yielded no other vendors meeting all specifications. This announcement is informational in nature and does not represent a competitive solicitation opportunity.

The USITC requires a FedRAMP (Moderate) compliant CRM solution that integrates congressional information and manages relationships between the Commission, members of Congress, and Congressional staff across committees and individual offices. The contract period runs for one base year (February 5, 2026 to February 4, 2027) with two optional one-year extensions through February 4, 2029. The government will accept relevant information from interested parties for seven days following the notice posting date, which expires on February 5, 2026, with submissions directed to Contracting Officer Ian Quillman at ian.quillman@usitc.gov. The justification for sole sourcing notes that the Office of External Relations has already invested significant resources in customizing the Salesforce/KnowWho system for USITC's specific needs, and competing solutions such as Bloomberg Government and Congressional Quarterly lack the necessary FedRAMP compliance certification. The government reserves the right to make a final determination regarding whether to compete this action.
